Raytheon Awarded $2.5 Million to Develop Training Course for U.S. Navy Submarine Learning Center

Raytheon Technical Services Company LLC (RTSC), a subsidiary of Raytheon Company (NYSE: RTN), has been awarded a $2.5 million task order under an existing U.S. Navy contract to develop curriculum for the Submarine Learning Center (SLC).


Raytheon will produce web-based courseware for journeyman and master fire control technician training. The materials will be designed for self-paced delivery in an integrated learning environment.


"We are looking forward to working with Raytheon Technical Services as they produce high quality training curriculum for the Submarine Learning Center," said Mike DeCoux, the U.S. Navy contracting officer's representative.


"Raytheon works closely with our customers to understand their vision and needs and tailor training support accordingly. Under this task order, which will bring the total value awarded to us on this contract vehicle to more than $10 million, Raytheon will produce more than 180 hours of scenario-based, interactive multimedia instruction," said Chuck Lambeck, RTSC program manager. "The curriculum will provide enhanced training for personnel assigned to fleet and ashore units consistent with the Navy's Sea Warrior human capital development strategy, a key pillar of its Sea Power 21 initiative."


Following a standardized methodology, RTSC develops innovative training solutions with its customized toolset that promotes customer interaction through each stage of the process. The browser-based courseware developed by the toolset conforms to Shareable Content Object Reference Model (SCORM) 1.2 or SCORM 2004 and is compliant with Section 508 of the Rehabilitation Act. This task order was awarded on the existing Naval Education and Training Professional Development and Technology Center (NETPDTC) contract, which was awarded in 2002. NETPDTC, an indefinite-delivery, indefinite-quantity contract with a ceiling of $30 million, has a base year and four one-year options and is available to all federal agencies. The focus of the training and technology products developed under this contract include browser-based, multi-delivery web-capable applications on new and revised training materials with an emphasis on learner-centric approaches.


Submarine Learning Center: The SLC was established in June 2003 in Groton, Conn., to create, coordinate and execute the future training and education vision for the submarine force. The center is responsible for more than 350 courses and 500 fleet training products and trains more than 200,000 personnel annually.

SCORM: SCORM is an XML-based framework used to define and access information about learning objects so they can be easily shared among different learning management systems. SCORM was developed in response to a U.S. Department of Defense initiative to promote standardization in e-learning.
