Federal Enterprise Architecture Initiatives Integrated Into Agency Quarterly Scorecards

Federal Enterprise Architecture (FEA) initiatives to improve the efficiency and effectiveness of government information systems will be integrated into the quarterly Executive Branch Management Scorecards for each department-level federal agency as of June 30, 2005, according to a report released today by INPUT, the quantifiable leader in government market intelligence. The scorecards measure the government's progress toward executing the management initiatives set forth by the President's Management Agenda. The mission of the FEA is to create a more citizen-centric, customer-focused government that maximizes the return on technology investments and to better achieve mission outcomes.
"FEA implementation is all about agencies' business performance and cutting information system redundancies which will have a dramatic effect on the way government agencies do business with outside vendors," said Jennifer Geurin, senior analyst, federal agency profiles at INPUT. "In the past we have seen multiple opportunities for the same technology across agencies. This will no longer be the case as agencies attempt to spend their budgets more wisely, buying fewer products or services and applying them across multiple organizations and systems. To be successful, vendors will need to look at the bigger picture to not only identify, but also address, the IT needs consistent with many departments."
The Federal Enterprise Architecture Program Management Office (FEA PMO) was established in February 2002 in accordance with direction issued by the Office of Management and Budget. The mission of the FEA PMO is to equip the OMB and federal agencies with a common framework for implementing the objectives laid out by the President's Management Agenda. The FEA PMO Action Plan has outlined four primary initiatives to be accomplished over the next two years to improve the usefulness of the FEA. The FEA PMO will attempt to:
1. Articulate the value of the FEA and build trust in the business community
2. Update and change the FEA and align it to agency strategic planning
3. Identify new business areas ripe for cross-agency cooperation and support existing e-government and lines of business initiatives
4. Measure the value of the FEA
"Technology vendors have a great opportunity to shape the way the government is moving forward with these initiatives," added Geurin. "The key to their success will be education. As vendors learn about the FEA structure and how their solutions fit within it, they can help government organizations determine how to solve their re-occurring technical issues and provide the appropriate tools."
